Modeling Urban Surface Transportation Network Dependability and Security

As transportation systems continue to incorporate advanced control technologies, they have become increasingly reliant on other infrastructures such as communications and power. Survivability has become a prime consideration in the incremental design of these systems. Thus, when considering the survivability of transportation systems, it is imperative to account for the other systems upon which they rely. This report presents two strategies for assessing the survivability of transportation systems, and applies these strategies to the Moscow Intelligent Transportation System (ITS). One approach is qualitative, accounting for needs of multiple stakeholders and allowing efficient identification of components that would most benefit from improvements to survivability. The other approach is quantitative, separating a transportation system into power, information, and physical (transportation) systems, defining interactions among these systems, and measuring how important each component is to fulfilling the needs of the system. Our results indicate that these complementary approaches identify many of the same critical threats to the Moscow ITS.
